I am writing as a deeply concerned Yukoner in the wake of the tragic death of Scout—a magnificent wild stallion whose untimely, brutal killing has left our community in shock and sorrow. Recent social media posts and community comments reveal not only profound grief but also an unyielding demand that the perpetrators responsible for this act of cruelty be found and held accountable.

Community Outcry and Demand for Justice
The voices of Yukoners are united in their condemnation of this heinous act. For example:
• One comment expressed, “I wish a life of hell for these cowardly perpetrators who shot him… Disgusting, absolutely cowardly, disgusting!”
• Others declared that the killers must face fines, punishment, and that no one should be allowed to walk away without consequences.
• Additional comments lamented, “I hope that the perpetrators of his death are found out” and “These cowards can not just walk away without consequences….”
• Many community members voiced their heartache and outrage, emphasizing that Scout’s slow and painful death is a stark violation of our animal protection laws and a tragedy for all who care about the welfare of Yukon’s wild horses.

Legal Imperatives Under the Animal Protection and Control Act
The Animal Protection and Control Act explicitly prohibits causing or allowing an animal to be in distress. The manner in which Scout was shot and then butchered clearly inflicted unnecessary suffering and constitutes a grave breach of this law. Moreover, another Section provides that any person contravening these provisions is subject to serious penalties—including fines and imprisonment.
Our community—and indeed the values of Yukoners—demand that this breach of our laws does not go unanswered. The Act was established not only to protect the welfare of animals but also to ensure that those who commit such acts of cruelty are identified and brought to justice.

Requests for Immediate Action and Transparent Enforcement
In light of the above, I respectfully urge your office to:
• Immediately initiate a thorough investigation into the circumstances surrounding Scout’s death. All relevant evidence—including forensic data, witness accounts, and digital records from social media—must be meticulously gathered and preserved.
• Utilize the full enforcement powers granted by the Animal Protection and Control Act and its Regulations to identify, apprehend, and prosecute the responsible individual(s). Our community is clear: perpetrators must face severe consequences for their actions.
• Communicate transparently with the public. As expressed by community members, “please keep us updated as to what actions and investigation by authorities take place.” Transparent updates will ensure that Yukoners maintain trust in the enforcement of our animal welfare laws.
• Engage with community stakeholders to discuss additional measures that can prevent future acts of cruelty and protect the remaining wild horses of the Yukon.

Conclusion
Scout was not just a wild horse—he was a beautiful, brave, and gentle soul who had a family that he protected and cared deeply for and they for him, and he brought joy and inspiration to all who admired him. It is our collective duty to ensure that his tragic death is not in vain. I urge you to act swiftly and decisively so that these cowardly perpetrators are brought to justice, and our Yukon community can begin to heal.
